Over the past three years, Federal Advocates, Inc. has secured over $1.5 billion in Federal funding. Federal Advocates has a demonstrated success record in securing Federal funding for major infrastructure projects (see examples below). The Firm also has unmatched knowledge of all transportation and appropriations legislation.

Federal Budget Process

The Firm was successful in securing over $30 million for specific project funding within President Obama's FY10 Budget. Working with the Firm's key contacts within the Executive Branch, despite certain cuts in project and program funding, Federal Advocates, Inc. was able to secure a high amount of funding in areas of benefit to its clients.

Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU)

The following are examples of projects for which the Firm secured funding in SAFETEA-LU.

  • • $162 million – Virginia Port Authority, construction of the Heartland Corridor
  • • $125 million – Alameda Corridor East, California, construction of rail line extension
  • • $100 million – Port of Long Beach, construction of Gerald Desmond Bridge replacement
  • • $100 million – State of New Jersey, construction of the Liberty Corridor
  • • $70 million - Placer County Transportation Planning Agency, California, widening of I-80
  • • $50 million – International Falls, Minnesota, construction of the Falls-to-Falls Corridor
  • • $36 million – City of Antioch, California, widening of SR4 Highway
  • • $14 million – States of New Mexico and Texas, relocation of rail lines from El Paso, Texas, to Santa Teresa, New Mexico
  • • Additional $100 million nationwide in various Member’s High Priority Projects, ranging from $100,000 to $7 million

 

Water Resources Development Act of 2007 (WRDA)

As former Chief Counsel of the House Committee on Transportation and Infrastructure, which has exclusive jurisdiction over WRDA and other water legislation, Sante Esposito was very much involved in the development of water policy, having worked firsthand on the WRDA’s of 1986, 1988, 1990, 1992, 1996. The Firm worked closely with key Members of Congress on WRDA 2007 to secure a $712 million authorization for the expansion of a port facility, and an additional $400 million for various other projects.


 

Federal Annual Appropriations

The Firm continues to be highly engaged in each annual cycle of the Federal appropriations process. In the past, the Firm has worked to successfully secure funding in the following areas:

  • • Labor, Health and Human Services, Education – over $10 million for museums, libraries, education, health facilities, public service documentaries, etc.
  • • Transportation, Housing and Urban Development – over $35 million for transportation construction costs (highway, bypass, parking, bus and bus facilities, etc); rail projects; and, housing and urban development construction costs (renovation, expansion, health facilities, education, etc.).
  • • Commerce, Justice, Science – over $5 million for after school programs/gang prevention (COPS), as well as science funding, through NASA, to local school districts.
  • • Interior and Environment – funding for various projects under State Tribal Assistance Grants (STAG), including the replacement/upgrade of reservoir facilities as well as various flood control projects.
  • • Energy and Water Decelopment – over $100 million for Corps of Engineers' operation and maintenance, general investigations; studies; and, construction.
  • • Defense – over $1 million for weapons detection devices.

 

Policy

The Firm has been and continues to be deeply involved in many areas of legislative policy, including transportation generally, transportation safety, transportation education, consumer safety, rail safety, environmental protection, economic development, aviation, aviation safety, etc (specific policy examples can be provided upon request).
